Required fields removal in UpKeep-2019

This is a general implementation:  

Taking into account that the UpKeep phase was developed to advance on the reporting and/or adjust the planning of the year, we removed the validators of the required fields in the Dissemination and Metadata section as this was causing confusion in our users.







We had been approached via MARLO Support with a number questions about why these fields where mandatory if they are only adjusting the plan and at this time they do not have the final information for some of the deliverables. As a result, MARLO was informing them that the information was not complete (in terms of required fields).
